We consider this design falls within the exclusion at regulation 3 of the UK Electronic Money Regulations 2011 and the corresponding exclusion under the EU E-Money Directive 2009/110/EC. That is the company's considered view; an independent legal opinion has not yet been obtained. The architecture and the compliance position are the same thing.
